Greece remains on the list of the world’s “elite” flag states, in terms of quality characteristics, for another year, confirming its stable position in the international shipping environment.
According to the latest report Shipping Industry Flag State Performance Table 2025/2026 of the International Chamber of Shipping (ICS), the Greek registry, both at the Paris MoU and Tokyo MoU level and in the Qualship 21 program of the United States Coast Guard (USCG), was rated “excellent” for 2025.
The ICS report, which evaluates a total of 118 flag states, is based on a wide range of objective indicators, which concern the safety of navigation, environmental protection, the implementation of international conventions of the IMO and ILO, as well as the performance of ships in port state controls.
In this context, Greece manages for another year to be among the flags with positive indicators in all the main categories.
According to the data of the 2025/2026 report, only 14 flag states – including Greece – manage to collect positive indicators in all the criteria examined by the ICS.
The same “white list” includes, among others, Denmark, France, Germany, Japan, Norway, Singapore, the United Kingdom, Malta, Liberia and the Marshall Islands.
This fact underlines that the Greek flag remains in direct competition with the most powerful and organized registries internationally.
Moreover, it stands out not only for its performance in inspections, but also for its overall approach to maritime governance.
